The design features were based upon strict criteria established by the State and the Veterans Administration. The design concept is a series of outdoor spaces and memorial features that engage visitors to participate by moving through a memorial sequence. This sequence provides a variety of opportunities for honoring those who served in the war with elements that inspire visitors and encourage contemplation.
